ST. PAUL — The Capitol building is falling apart — and so are the House efforts to put it back together.

A bipartisan agreement to work on Capitol restoration has led to a partisan dispute about how and when to get the projects done. Just one vote cost the $221 million Capitol repair bill to fail on the House floor late last week.
